In MUN, you step into the shoes of a world diplomat. You represent your assigned country's geographic, economic, and geopolitical interests—even when those policies differ from your personal beliefs.

1. The Delegate (You)

Represents their assigned member state, delivers speeches, negotiates clauses, and votes.

2. The Chair (Dias)

Moderates debate, manages the Speaker's List, tracks speaking time, and rules on points/motions.

3. Other Delegates

Opponents during debate arguments, but essential partners in negotiating realistic solutions.

4. The Secretariat

Organizing team led by the Secretary-General overseeing conference logistics and documentation.

Part 3

Debate Formats & Parliamentary Floor Rules

Formal DebateSpeaker's List

Default debate mode. Delegates add their nation's name to the Speaker's List and deliver prepared statements within a set time limit (usually 60–90 seconds).

Yield Options: Yield remaining time to the Chair, another delegate, or to questions from the floor.

Moderated CaucusFocused Sub-Topic

Proposed by a motion. Rapid-fire speeches (e.g. 10 minutes total, 45 seconds per speaker) on a specific narrow sub-issue raised by delegates.

Motion Format: "Delegate of [Country] moves for a 9-minute moderated caucus with 45-second speaking time on the topic of [Topic]."

Unmoderated CaucusInformal Lobbying

Delegates stand up, walk freely around the room, form regional blocs, negotiate treaty compromises, and draft Working Papers and Resolutions.

Crucial Strategy: Listen to allies and opponents alike; merge working papers to secure majority voting coalitions.

Essential Floor Motions & Points of Procedure

Point of Personal PrivilegeUsed when a delegate experiences physical discomfort (e.g., room temperature, unable to hear the speaker).

Point of OrderUsed if there is a mistake or infraction in committee parliamentary procedure.

Point of Parliamentary InquiryUsed to ask the Chair a question regarding rules of procedure or current status of debate.

Motion for Moderated CaucusProposes a focused debate with a total time, individual speaker time, and specific sub-topic.

Motion for Unmoderated CaucusTemporarily suspends formal rules for free-form lobbying, drafting working papers, and forming blocs.

How to Give an MUN Speech: 3-Part Architecture

1The Problem

Explain what the issue is and why it demands international urgency. Use credible facts or regional statistics.

Example: "Over 250 million children worldwide currently lack basic access to primary education."

2Your Country's Position

Articulate how your sovereign nation is impacted, your cultural/economic stakes, and past national investments.

Example: "Japan has invested heavily in digital classroom infrastructure and stands ready to share technology."

3Actionable Solution

Propose concrete multilateral programs, funding instruments, treaties, or technological alliances.

Example: "We propose establishing an International Digital Education Fund with tech-sharing guarantees."

Delegate Speech Drafting Worksheet (Fill-in Template)

Standard time limit: 60 seconds

1. Hook & The Problem Statement: "Honorable Chair and esteemed delegates..."

2. Your Nation's Stance & Evidence: "The government of [Country] believes that..."

3. Proposed Resolution / Action: "Therefore, our delegation calls upon the committee to..."

Conclude with: "Thank you, and our delegation yields our remaining time to the Chair."

Creating a Resolution: From Negotiation to Treaties

The 5 W's Checklist for Actionable Resolutions

A successful draft resolution must answer every one of these five structural questions:

1. WHO will act?Specific UN agency (e.g. UNESCO, WHO, UNHCR), member states, or regional NGOs.

2. WHAT will they do?Clear, concrete operations and objectives (not general hopes).

3. HOW will they do it?Implementation mechanisms, logistical pipelines, timelines, and monitoring.

4. WHO will help pay for it?Designated budget, voluntary contributions, World Bank grants, or public-private funding.

5. HOW will success be measured?Annual audit reports, independent benchmark evaluations, and transparent metrics.

Resolution Comparison: Weak vs. Strong Proposal
